The Hong Kong Association for External Friendship was established in fulfillment of the reply of the Chinese People’s Association for Friendship with Foreign Countries (“Friendship” Correspondence [2023] No. 108) on July 11, 2023, pursuant to proposal No. 5843 of the First Session of the 14th National People’s Congress. Its establishment was subsequently approved by the Constitutional and Mainland Affairs Bureau of the Hong Kong Special Administrative Region Government on October 17, 2023.
